1 - create a mobile ready site of what you want.
2 - hire someone from fiverr to create mobile app for site you just build.
(its just like an app which will open your mobile ready site in the phone.)
3- you can update your site anytime you want.

this is cheaper method.

or you can hire android developers which will create expensive app for you and fetch data via rss/xml/json something like that.
