haven't been able to use my phone for over 5 hours, keeps asking me to "activate phone" just talked to AT&T they're telling me a lot of iPhone users are having this issue on their network, anyone else?

Sure did, also did "recovery mode" and tried to downgrade the ios and still wouldn't even do that :/

is this a new phone?

are you using itunes to activate? try turning off itunes - restart computer with phone plugged in restart itunes
maybe?
