The nature of warfare has changed.

It's no longer countries fighting against countries, it's armies fighting against ideas. It's like using the US Army to fight the Mafia.

When times are good, they are an army and even a country (such as when they ruled Afghanistan). When times are bad, they tuck their tail between they legs and hide at home like cowards, and commit criminal acts. At this point they are mostly common criminals - targeting civilians with the intention of spreading fear and spreading their message.
