If so who do they have any reps that actually answer emails?
If not, who is a solid go-to Co. for DMCA enforcement?

Degban is owned by Manwin and is more for enforcing their copyrights I would avoid them. Go with removeyourcontent and or takedownpiracy both those guys are the best in the biz

we use removeyourcontent and have been happy with them
