I don't see anything special about this gif? it's just black and white... photoshop could do this among many other programs.

i do not have photo shop.

i was just wondering if there is a simple prog that would do it.

On linux I use ffmpeg (Google for command line options) to grab the individual frames from a movie and then I use gifsicle to piece them together into an animated gif.

It's very easy to do but the real challenge is if you have low size restrictions and you have to animate more than a few seconds worth of video. Then it becomes a bit of an art to determine things like how far to compress the images, which stills to eliminate and what image dimensions to target. This is where a two stage process as above which isn't fully automated helps.
