We have programs like that as well. When I bought my last bus pass, I believe it was $10 a month, that was because I was disabled. At the time, they had a similar program for those with economic troubles.

That's just it. It's not 1.5 billion for transportation. It's not 1.5 billion for bus fare. It's 1.5 billion for for workships, mentoring, leadership development, guidance counseling, training, schooling...

i'm gonna go out on a limb and predict that none of that money is spent on an actual program. it just lets politicians have a blank check to write themselves.
