so, while you are correct in regards to the overall point of the legislation and what it actually accomplishes.. you need to really look at the definition of what the overall 'point' of bureaucracy is

so, money was pitched as 'saving the children', but it just buys more fancy cars and fancy flats for the government peeps (there is fancier examples, ergo what they're doing isn't 'that bad'). I never understood this - why should fictional rape be bad? They do it on TV all the time; Hell, they portray all kinds of crimes and some of it is pretty nasty too.
