It is odd that they missed the key ingredient to Terrorism, it needs a reason or it is meaningless. 9/11 also failed on this point.

why are these "drills" always coinciding with mass killings?

There are problably tons of drills. All the time in tons of places. Can you tell me how many of ALL those drills were at the same time as mass killings?

no I can't . "always" was a stretch. there are however many examples that aren't quite as crystal clear as this latest example with all these pictures of these guys ....
