Software to break down animated banners?
 

Let's say that I have an animated gif banner with 20 frames and I want to drop it down to 4 frames. What software do I need to rip it apart, pull out the unwanted frames, and put it back together again?

I use "Ulead Gif Animator" for this kind of task.

Photoshop?

Easily the best is Fireworks. You open it in fireworks and you will see every frame.
