those are called MGP2.
you can create same site with free scripts like smart cj and inxy scripts.

they scrape all major tube sites or use db provided by tubes so they can get traffic back.

these sites make money from ads and sending traffic to tubes.

mostly the owners of such sites create hundreds of same sites and set skimming too low so users just jump from one site to another before he can reach to the video.

Once an algorithm is created to easily identify and classify them as SPAM because of the scripts they utilize and the partners they trade with .....

I guess it is because of all the trade backlinks they have. A lot of these networks belong to the same persons, they create hundreds of sites in different host, different ip's etc. and trade traffic among themselves.

Yeah must be due to google loving video sites with backlinks. Porn paysites are history.
