I transfer some funds to my card and it went to Pending charges instead of available balance? What does it mean? Never had a single purchased on my Paxum last few months and upto date

Yeah I went through that with my ISP the other day... "Hello this is John" can barely understand him his Indian accent was so bad. I responded "Not a good way to start off the convo" he was like "What do you mean sir?"
