Many scammers get a rise out of it. They stall and stall to the breaking point of the victim. Then they will claim the victim called off the deal and scammer keeps the money.
Thats what chillvault does.
What I have asked numerous times is if chillvault is not scriptguy, what is the relation. Scriptguy coded seo destroy, however, bogdan said he was a coder.
