It could be not a ccbill action, but banks actions regarding ccbill type of sales.
Lots of european bank changed the credit card defaults not to allow sales outside the country, unless opt-in. They sent letter to everyone about if they want use card for foreign sales they have to pre-approve this. USA banks can do same as consider foreign sales all scams (nice protectionism side effect).
We use 5 or 6 billers for this reason - addition to our merchant - maybe 2 or 3 are declined by the card (is not the biller who decline card!), but then finds one bank and location which is acceptable enough.
If they do this for fraud prevention or other, I am unsure, it surely sucks.Comment

I think it's probably a bank issue, as I've QUADRUPLED traffic to my 3 biggest websites over the past 2 days and sales have been terrible. But this is true whether it's CCBill or Epoch so I don't think it's a CCBill-related issue.

This may be a stretch or maybe not but do you think this weeks take down of a ring of 18 professional credit card fraudsters who successfully stole 200 million in funds as they hid behind payment processing companies could cause the industry some pains and problems with new sales?
If you have not read the article it is time you should...maybe the money is not in adult anymore but with an elaborate credit card fraud scheme like this it takes one's breath away!
You really should not under estimate the value and worth of good stolen credit card info and identities in the hands of professinal and disclipined parasites and ass hats...
