Basically this is how it works.. During the first trimester of pregnancy, a child has no real physical manifestation of their sex. They have the genetic code to be male or female, but the actual process of developing male genitals requires what's known in biology as a "testosterone wash". Basically the hypothalamus is triggered by genetic predetermination to start producing excessive amounts of testosterone at around three months into the pregnancy. Once this occurs, the fetus's genitals begin to develop into male genitals. The penis itself is simply an overdevelopment of the clitoris stimulated by hormones.
Therefore, it's not all that surprising at all that this woman's clit looks like a penis, because well, it is. In fact, there are women on record as having 8 inch or longer clits.
