The WTO ruled that they could ignore US copyrights, because the US wasn't playing fair with online gambling.

Doesn't matter if it's Kim Dotcom or a whole country, you still need to be able to process payments.

I completely understand that but for now hundreds of sites are doing just that.

The other issue would be they would make it easy to open a hosting company that will be allowed to ignore dmca as well. We already have enough countries doing that we dont need to add another.

Actually the card associations both have IP Policies which would combat this pretty quickly once rights holders started making reports according to those IP Policies.
