I was just looking for the same exact thing. Some answers in here, have not checked them out yet. Mostly MAC, but I think a few are PC.

Bulk Rename Utility can do a random shuffle then rename.

i got irfanview installed recently, this application kicks ass.
can loss-less auto rotate an entire folder of photos (if the jpegs have tags). also does batch watermarks and i would guess you could do what you are looking for. |

I use total commander. First multiple rename (select files and hit ctr+m) in random and then Counter [C] to rename from 1.jpg, 2,jpg...
Also try File Renamer - Basic, used it for some time Hope it helps :thumbsup |
Ant renamer for sure

At the top Actions => random sort then in all the stuff at the bottom Numbering Mode => Prefix Start => 1 Pad => 2 (will give 01,02,etc) Remove First n => whatever number rubs out the old file name Then click Rename. |
pretty easy to do that directly on the server, if you want to invest a few bucks, icq: 33375924 or woj#at#wojfun#.#com to discuss details
