not sure if this is exactly what you need however....Can you clarify what you are looking for? I just dont quite get the question.

We got 2 different dialers which are shown to the surfer
depending on which country he comes from.

Yes,
Niteline can build single-country dialers for any country you might need. For those that already have filtered traffic, this is always the best route. The country-detection mechanism built into most dialers isn't 100% perfect so sending filtered traffic to a specific dialer is the most accurate method.
