Modern parenting. Most parents these days are too self absorbed to care about their kids - or have a warped sense of discipline.

I was going to say. 15 years ago when I was that age I knew plenty of kids with tattoos. I'm sure today even more have them. Find any parent that loves tattoos or art, they are probably going to be much more willing to allow their kids to get tattoos. Or kids just go out and get them. All you need is a friend with the right knowledge.
