As a comedian once said about someone working out along the Florida Coast when asked why he was not evacuating - he said he was strong enough "I've seen lots of storms and don't expect anything out of the ordinary - besides I work out and am pretty strong" - so the comedian said "it's not HOW the wind blows but WHAT the wind blows - if you get hit by a Volvo it doesn't matter how many situps you did that morning".

When Katrina hit, the stagnant water line was over 10 feet at my house.

I tend to think if something is 'below the surface' - it classifies as underwater.
