He said that America is the country that truly want to give people a second change.
After conviction and jailtime a criminal gets a second change in America because "we love the underdog fighting his way back up".

I always thought that being in jail you`re totaly fucked living in America and you will only be able to flip burgers and any company can check if you were in jail or have convictions in your previous live (so not really a country where privacy is protected either).

Correct me if i`m wrong.... but Dr. Phil was just kidding, right?

It really depends on what you were in jail for and how long you were in jail. If you did a couple of years for stealing a car you could get a second chance and if you work hard you could make something of yourself. However, if you did 15 years for molesting a kid you will likely find it very difficult to get anything resembling a second chance. Never mind that next to nobody is going to want to hire a convicted child molester, but almost anyone who spends that kind of time in jail ends up pretty fucked up from it (or in this case more fucked up than they were when they went in) so they will find it nearly impossible to even rejoin normal society.
