Never expect Profit from buying traffic.
If that traffic were to make profit it wouldnt be sold first place.
You buy traffic for other reasons, never for that.

people that are good at testing and optimizing do well with just about any traffic broker.

the logic of "if it was good they wouldnt sell it" is flawed...

if TGPs could of made profit from their listings back in the day why were they selling them? it was easier money then finding new sponsors, testing, checking, repeating. Yet i know a number of people on this board that made fortunes buying listings. some are better are growing sites and managing them then marketing other peoples sites and chasing their paychecks.
