Yes. dotXXX is the only extension with a billion alleged piracy sites on it. Nobody did anything about dotcoms, dotnets, dotorgs, dotuk... dotau... dotde... or even · · · ? ? ? · · · allegedly stealing everything - except for Napster and that MegaUpload site... but even that guy seems to have gotten a lot of his money back.

Dot XXX is the only TLD that specifically went around to the adult industry and said that this wouldn't happen or be allowed on their TLD.
