Where can I find NON indian,pakistani,filipino designers?
 
Shit is killing me.

I've tried freelancer, odesk, and elance. Not much luck. Elance had some decent designers but there's gotta be a place to find a little more variety.

Any freelance sites just DEDICATED to design?

try any freelancer site , the username has some flag of their country attached to it.
so you can choose whoom to hire.

edit: even five shows country of gig seller as a country flag.

Basically speaking good designers are all over the world but they are rare everywhere, wherever you are looking just make sure to check their portfolios first. Good designer more likely will value his/her work higher... well, as the old saying goes, you get what you pay for, but it's not impossible to find someone good for fair price, it's just a matter of how hard you search and a bit of luck would not hurt too...
I am too designer and I could work for you but I will not work for cheap like $10 per hour.

Right. I don't mind paying a fair price for a qualified designer. I've found that some of the better designers are from the US, Europe, and Eastern Europe.

The problem I have is that a lot of US designers are cocky and feel they deserve much more than they're worth (especially the ones that are only moderately good). European/Eastern European designers aren't as intuitive when it comes to just "getting" what I want (as it relates to US / western culture).

Ah well, I'll keep digging. I'm sure I'll find that gem.

I have a number of guys I use regularly I picked up off GFY. However, you have to go through a lot of turds to find a gem. The same can be said for any developer really. But right now, I have to admit that the search has been worth it and I have a decent team of guys for different tasks (big and small) I can farm out to that are pretty reliable and know what to expect.

That being said, I can tell you that I spend a lot of time laying out designs and programming before I get started most times. Meaning, I will spend a half day doing screen shots, PDF's, explaining how the site is work, look, feel, and give examples of other sites, what I like an so on.

While rarely is the work delivered 100% dead on, although it's happened on occasion, it's typically in the 80-90% range. Rarely do I have to start over or go back to the drawing board. What I am getting at is, if you spend the time to provide solid details and examples, any GOOD designer/developer/programmer should be able to get you in the ballpark of what you want on their mock up or version 1.0.

Lastly, you're better off paying a few bucks more for someone GOOD versus trying to be a cheap ass and hiring some third world darkie and having to do that shit over and over. In the end, time is money. You have to factor in the bullshit delays, excuses, granny dying and alike.

I am rarely happy with the bids I get from my current group of regulars. I would like to see them cheaper like any businessman. But I know what you expect, and can keep things moving forward with quick turn around, and get sites online and making money (ROI). The end result keeps me paying them what they ask, and in general I am happy with the work.

I do not have the time, nor patience, to wait 2-3 months on something that should be done in 1-2 weeks just to save a few pennies. I would rather have it turned around quickly, pay the ransom, and move on to the next project.
