Too cheap for usa,could work as freelancer fee but hardly for a team.Team fee would be minimal 45$ per hour.

Any portfolio is better than no portfolio. I've picked up a few local businesses on my adult portfolio since I had something to show them. Your original post had no contact information at all; no e-mail, no web site. Agile, rup and scrum are great, but what about MySQL/MySQLi, PHP (using PDO), Ruby on Rails, .asp, Java, jQuery, etc?
