If they dont have 2257 for every video they sell/host/whatever how can they process or host ect?

2257 is an American law.

Almost every serious website will be 2257 compliant just-in-case and because it makes things easier with hosts, processors, affiliates, etc etc. But it's not a strictly-by-law requirement if you are outside the U.S. and you don't care.

Besides, if you claim it's all user uploaded content and you claim you have no clue what's in there, you are in a gray zone that is good enough if what you are after is a quick buck.

filelocker construction - earn money from the production and distribution of CP and other illegal content without any risks. Police, justice, authorities will not prosecute you because they are too stupid to understand what goes on and politicians don't want to get involved because they don't want to lose votes for taking free downloading away from the public.

- Filelocker is registered on some fake name and address.

- The server is registered on a fake name and address as well. You can get a server at LeaseWeb instantly, you give them fake details, they won't double check it and they don't ask for a copy of your passport.

- Then the people uploading content to your server are anonymous as well. Someone uploading CP will probably use a VPN.

- People uploading stolen porn content bought that content with stolen credit card details, obtained through a phishing site. You thought you were ordering flowers for your mother and wonder why they were never delivered - well it wasn't really a flower site, it was a Russian phishing site.

- So there you are as a filelocker operator, hosting provider and payment processor making tons of money from CP, content theft and credit card fraud, and you're untouchable because it's not your site and not your server.

- Promotional screengrabs and movie description are posted on a separate website so the filelocker website looks like a database with digital files so a 2257 is not required.

Laws don't apply when the content is "user uploaded". They don't need model releases either. They don't need nothing.

The really bizarre thing here is that, in the event of a Republican victory in November, we'll soon see honest webmasters imprisoned for 2257 paperwork violations while the thieves continue to laugh all the way to the bank.
