The article boils down to some really stupid people who thought the government legalised the drug.

One stupid person in particular was Welshman Jeffrey Ditchfield who has personally set back the chances of legalisation.

Since then the drug has been moved back into Class B and penalties for dealing were increased to the same as Class A.
