Does anyone know of a source for automated (more or less) link exchanges primarily to boost SE popularlity? I don't mean the link directories, I mean a list of ordinary sites that exhange links with other ordinary sites.

Yeah geeze I never heard that one before. ;) But seriously, I've found our best results come from plotting, strategizing and planning more than installing some program to hook us up.
