How to Block "Hover" software?

Can anyone tell me how to block domains using hover software to leech SEO?

Hover is a service offered by tucows.com

sxx dot com suddenly showed up in our serps. I checked the pages and found almost 40 of our pages indexed by sxx with iframes over the top and bottom.. They are doing it to a ton of webmasters. Not useful to us. sxx is owned by gammae entertainment.

FYI Damian they also have a software that allows domains to do this using iframes. We've been dealing with them off and on until we report the sites to Google.

You can't.

Anyone who isn't completely retarded will spoof user agent stings and follow HTTP specs when leeching.

EDIT: my bad, I replied before read the whole thread.... but how the fuck is an iframe "leeching seo"? something else must be going on.
