:) best solution is networking.. all the big webmasters receive tons of e-mails, promotions and so on, so the best solution is to always be around, and have a good product that converts well for them.

What's your definition of webmaster?

try to find a website that actually does something for a webmaster
( free host, blog host, link exchange service ) and contact the owner of that site and ask him if he can mention you when he emails all his users.
