They've started doing something similar a while ago investigating the owners of boats parked in marinas and found something like 90% of them couldn't afford it on paper :1orglaugh

Looks like they learned from Greece, where they started doing this 2-3 years ago. Too bad the law enforcement in those countries is so corrupt that there will probably be higher sums taken as kick-backs, than fines and retroactive tax collected.
