Yes, you can buy less than 200 clips, however, the price, 5 Euro per clip is for the package deal for all 200. If you buy less, the price per clip will be a little higher and if you go through all the clips and choose only a few with the hottest models the price per clip will be double.
That said, the smallest size package should be 50 clips or more.
