it looks like a 1-page design with lots of javascript/ajax/jquery

there is no admin panel in http://every1against1.com/wp-admin/ so it's probably not wp

as for that fixed header you could use css position:absolute or something like that...

Yeah - Thats not WP - Its actually just a single page with some very nice CSS and jQuery....

Been seeing more and more of these. I like them. Great for a single website that only needs a few items to showcase.
