Jairo Fong is a well known chat-spam affiliate wrangler out of Panama who has worked in the past with the guy calling himself "Charger" on this board.

Most likely it was not his credit card, that's how it got through, but belonged to some some surfer he scammed.

Unfortunately the "our sites" link goes to the affiliate signup page, possibly if you sign up as an affiliate you can find out what his sites are, then you can see where your stolen content is being used and take some kind of action. ( I would use fake info if possible)
