This is for purchasing traffic only. Plug traffic is where you create your thumbnail, title and description, and the surfer clicks what you created sending them to your URL.
Blind traffic is where surfers are directed to your URL with a generic thumbnail. The plug traffic is extremely highly targeted, thus the price difference.
