Well, if a VPS with 2 GB ram / 50 GB HDD / 2 TB bandwith is sufficient for you, use code "2048" on the Enterprise package OpenVZ here to get this for 7$ a month, lifetime. For cpanel, use code "cPanel" after you bought the server to get cPanel for 5$ a month, lifetime instead of 15$. This is altogether 12$ for a month. You can order as many servers you want, with as many cpanels as you want.
