911 in many (maybe all) states also often releases the audio recordings in newsworthy cases, so there may be some reluctance on people's part to call 911 if they think that their entire sometimes hysterical conversation is going to be released to the public possibly subjecting them to ridicule or even criminal charges.

You can't dial 911 directly from a hotel room phone..
That said they could use their cell phone but again its a hotel and you may not be familiar with the hotels location dailing 911 yourself may slow things. What if there was a hotel DR or something in the building etc.. What's truly in question is the delay in making *any* call for 30 min.
