Mr. LIEBERMAN (for himself and Mr. BROWN of Massachusetts) introduced the following bill; which was read twice and referred to the Committee on the Judiciary

A BILL

To add engaging in or supporting hostilities against the United States to the list of acts for which United States nationals would lose their nationality.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ?Enemy Expatriation Act?.

SEC. 2. LOSS OF NATIONALITY.

(a) In General- Section 349 of the Immigration and Nationality Act (8 U.S.C. 1481) is amended--

(1) in subsection (a)--

(A) in each of paragraphs (1) through (6), by striking ?or? at the end;

(B) in paragraph (7), by striking the period at the end and inserting ?; or?; and

(C) by adding at the end the following:

?(8) engaging in, or purposefully and materially supporting, hostilities against the United States.?; and

(2) by adding at the end the following:

?(c) For purposes of this section, the term ?hostilities? means any conflict subject to the laws of war.?.

(b) Technical Amendment- Section 351(a) of the Immigration and Nationality Act (8 U.S.C. 1483(a)) is amended by striking ?(6) and (7)? and inserting ?(6), (7), and (8)?.

Perhaps Pentagon and CIA leaders should more appropriately be thrown out under the Enemy Expatriation Act. Running the Al-Qaeda hoax for all these year seems like "supporting hostilities against the United States" to me.

Define "hostilities" and just who the United States is. For instance, are protesters (violent or not) engaging in hostilities against the US if only a small percentage of the population agrees with them?

"engaging in or supporting hostilities against the United States" is not throwing a bottle or a rock at a police officer during a protest. That's a local crime of assault, not a terroist act. What this law is about is people who leave the US and work directly or in support of a terrorist group that plans on attacking the United States. They are talking about people like John Walker Lindh, who was the American Taliban.

Frankly, if you move to the Middle East, work for a terrorist organization and attempt to intentionally cause harm by supporting a terrorist group, well, you fucking deserve to loose your US Citizenship.

You said it perfect.... This is exactly what is going on. However, Russia and China are no longer going to sit around and allow this to happen. They are tired of the world bullies being the USA who are also the worlds biggest thieves of natural resources and innocent lives.

The problem is, every day people are charged with "terroristic threat" for nothing more than leaving a nasty voicemail for their ex-boyfriend, using any words like "kick your ass". Under Texas law, for example, any communication that attempts to "place any person in fear of imminent serious bodily injury" qualifies as a terroristic threat.

Obviously saying "I'm going to kick your ass" isn't terrorism, but the charge is used all the time because the wording of the law is so loose. This new bill has the same problem.

It's called common sense. Again, throwing a rock at a protest is not an act of terrorism against the United States. But if you suddenly move to Afghanistan and you have a garage full of explosives that can be traced the deaths of Americans in a foreign country, you loose your citizenship.
