Cartagena is definitely not 100% safe, but yes drugs or anything else are easy to come by.

The old town is fantastic and a few of the beaches are pretty decent.

There is a music/dance troup that performed there called Candela Viva I think, they perform in a square in the old town and they are really amazing.

taxi drivers are always good hookup's , but they are also narc's..

either find a sleazy looking taxi driver , or go to one of the bars in old town.

Never ask to buy drugs , just mention you would like to smoke a joint, let the dealers ask you.

Cartagena is definitely not 100% safe, nor is Miami beach... It is as safe as Medellin, Cali, or Bogota. I live in Cali and have offices in Medellin and Bogota..

Cartagena is a great place to visit and party, you will find all that you want if you just ask, you will figure out who when you see them.

Try a side trip to Islas Rosarios it will be worth your while. Depends on how long you are going to be there but you might want to look into an apartment.
