Registar your dns.domain.com with your registrant, will need an IP maybe and also should have a slave DNS box, best off your network and Bind 9

this sounds a bit out of my league how much will some one set this up for me?

Yes! You can forward traffic to any domain you want!
For e-mail forwarding? I never tried that with Bind before.

Download and install Sendmail or Qmail, it is easy to forward mail with.
