Uninstall chrome should be the solution.

Are you using the most recent version of Chrome? I've been using it for a while now and have never had this issue.

I keep my taskbar on the left side, auto hide.. when windows are maximized I go over there and it comes up

Well chrome wouldn't let it - I ever tried with chrome not maximized .. hell I could not even grab inactive windows behind it !!
