SRV was very much influenced by Hendrix, so I would say Hendrix is the inventor and therefor better. My favorite guitarist, who was also influenced by Hendrix of course:

Jimi set the world on fire and redefined the electric guitar as we know it. While I love SRV's style, tone and overall vibe ... Jimi still far and away is the man.

Sorry but anyone who compares ZZ Top to Hendrix really needs to have his ears checked... ZZ Top is elevator muzak, Hendrix is trip music.
