Last time I was in China (Shanghai), it was raining pretty bad, and some woman fell off her scooter making a u-turn into the middle of the road... no one stopped, they just kept going around her.
She lay there for a while, I think her leg or ankle was fucked up, and then eventually I think tried getting up on her own, but no one ever came.

Well in the OPs defense... this is a reported commonality in China. Baby girls are thrown away every other day. Families want boys. Girls come after boys are spawned.

I saw the same thing in the Philippines. It's not that know one gives a fuck. It's just there is nothing anyone can do other than call an ambulance.. And they won't go out of their way if they don't get paid or the person doesn't have money.. So there are other precautions the ambulance needs to do before they go and help the injured victim... Sad but true.. :(

even though that is seriously fucked up! the only true reason I can think of nobody reacts is that nobody wants to be to blame.. in China it is the person that helps the victim that often is found to be responsible.. so people don't want to be any part of it.. they are afraid they will be arrested / made responsible for the medical bills/ made responsible for funeral bills or whatever..

people are afraid it is going to cost them a lot of money just for helping ,in the past it has happened many times that a person helps somebody in need after an accident and even though the person has nothing to do with the cause of the accident still is held responsible for all expenses and stuff .. really bad

why do you say this is in Hong Kong ? to me it seems mainland china.. the type of trucks that you see in this vid you will not find in Hong Kong, also the license plates on the trucks is from mainland .. the woman that in the end helped the little girl looks to me like the typical poor peasant working in the big city

I thought I was a hard ass but after the second time the girl got run over I had to stop the video. It was clear the driver of the first van could see the girl in the first place. I just don't get it.

I know life is cheap in many parts of the world but that was beyond cold blooded.
