Movie Buffs, need help identifying a flick
 

Its a movie I saw years ago.

Its in a foreign language, it has some dude who escape from a prison van, and has to save a city.

Has some sort of political coruption, in terms of they are going to blow up the worst part of the city to start fresh.

the guy who escapes his little sister is a slave to I guess the "leader"

It also has a bomb on the roof which he has to guess the code too.

Later in the flick he broadcasts a msg on every tv station.

This is all the info I have. Hopefully someone can identify this movie.

don't know the name.. but it's a movie made in France. Martial arts movie. City slums controlled by gangs and basically all going to get bombed. The escapee is cop that discovers the corruption within and they go after him. Can't remember the name though. Sorry
