Free or inexpensive software to blur a face? Help Please.

I need a free or inexpensive software that I can use to blur faces in pics. I thought Picasa would do it, nope. I thought Picnik would do it, nope. I'm sure PhotoShop will do it but I don't want to spend the money if I don't need to.

Help?
