If you have more than xxx contacts you do not get offline messages or get some and not others.
For offline messages ICQ is the worst in the world.
I have had people sending me messages and responded to them without them receiving them despite we were online at the same time and the other way around.

For Skype you only get the offline messages if the person sending the message is online.
