the killer was against muslims and that is why he went on a killing spree

so in a twisted way you could still claim it is the muslims fault that the killing happened

no muslims in norway = no killing spree

so they went to the islamic center thing to make sure it is clear no one ( at least from a political point of view) is blaming them

They went to the islamic mission because this guy is an anti-muslim wingnut (as well as just plain crazy).
They are showing solidarity with the Islamic populace.
Despite what most are lead to believe, most muslims are not crazed terrorists.
