If they kill someone sober, or on drugs, or while drunk, or whatever, it's bad. But the drugs, drunkeness or sobriety are not connected to the killing. You are responsible for your own actions. If someone take drugs, that is his decision.
His body, his decision.

If someone murders one of your relatives or kills them in an accident (because he was driving under the influence of substances that impaired his ability to drive) than that specific act (murder or causing an accident) is what he has done wrong.
