Good username, password protection program?

I am looking for a program to protect my usernames and passwords from being shared. Any suggestions? Thank you.

I have a php script in dev, will be ready in a few weeks, that manages usernames and passwords for membership areas, and one of the security features is you can set a # of times an account is allowed to login per day. So if someone was pw distru, that account would get flagged and suspended.
