I'm in Canada, so allclicks won't take me. I have registered with Clickthrutraffic, but they have a "content" requirement that I don't like, are there any alternatives?

what kind of "content?"

They require more than simply their link with some text on the page. Like a real functioning webpage, not useful for 404 stuff.
