Google is dancing if you don't know already...

I have a question - if two sites both have PR4 and one site has 1000 backlinks and the other has 5000 backlinks - will the one with 5000 come up first if they had the same keywords etc.

What's the best PR & link pop strategy?

my new site has zero links in... and only 5 internal out... its PR is 4.

IMHO, There are a lot of factors involved not just number of links in but also the quality in PR terms and (increasingly) the relevancy of those links pointing toward your site.

Also on the page factors do count for a lot, an optimised PR4 site can rank better than a PR5 or 6 in my experience if done well and you are not trying to cast your net too wide on any particular site.

First off keywords mean nothing with Google and there's far too many factors to take into account other than just PR not least of which is 'quality' of links not just number.

Ok so it's number of links AND pr AND relevancy of incoming links AND page optimization?

So how heavy does google weigh on PR? I mean would it be better to trade with a dozen PR4-6 sites or trade with a few pr3-4's but have hundreds or thousands of links coming from pr0-1 sites (like tgp recips, etc)

like LL's vs TGP's?

I see that the link lists for the most part DO dominate the top spots with a few massive tgps thrown in like worldsex and some spam sites.

So are the ll's dominating because they all have such high PR's AND their recip links are higher quality also?

and is this cutoff of traffic from the tgp pool worth it to be at the top of google and aol?

Here's a couple things:

1. Number of links is irrelevant, it's the quality that counts so if you say you have 4000 backlinks from PR1 sites and whatnot, you're not gonna achieve PR7, although you can get PR5 from a single link from a PR6 site

2. Pagerank works a bit like this i think:
PR0 = 1-10
PR1 = 11- 100
PR2 = 101-1000
PR3= 1001-10000
PR4= 10001-100000
and so on

Those numbers could mean anything, i don't know how google counts it exactly what i want to demonstrate is the scale layout, so it goes tenfolds every step

3. Google usually shows only PR5 and up sites when you look for backwards links so that's probably why you think you have 0 links vegas dude. To get a PR you HAVE to have some other site link to you.

4. PR is just a part of the recipe. You can have a nice PR and not rank for shit.

5. The names of the links pointing towards your site are also very important in increasing the relevancy of the page you're trying to rank

Yeah, or there are more relevant sites than yours, so start making friends and get some links pointing towards your site

pr0-pr3 linkbacks aren't being shown, so there is now way for you to know how many of those you got.

Only PR4+ linkbacks get listed in google link: search
